In June 2001, the heads of state of SCO member countries signed the “Declaration on the Establishment of the Shanghai Cooperation Organization”, declaring the formal establishment of the SCO. The declaration clarifies the “Shanghai Spirit” with the basic content of “mutual trust, mutual benefit, equality, consultation, respect for diverse civilizations, and pursuit of common development”.
